Osaka IR Referendum Rejects Prefectural Council

A referendum proposal for an integrated resort (IR) with casinos in Osaka was rejected by Japan's current parliament. The vote was held on Friday.

The Osaka Restoration Party and the New Komeito Party opposed the proposal for a referendum. Two political groups control 48 and 15 of the 84 seats in the current parliament, respectively.

An anti-casino group was trying to vote on a local referendum on the Osaka IR plan. This was because lobbyists collected more than 190,000 signatures from registered local voters, which required 2% of voters, or about 146,500, to submit such a referendum request.

Osaka Gov. Hirofumi Yoshimura (a member of the pro-Casino Osaka Restoration Society) has submitted a draft local ordinance on the subject for a vote by the current council in accordance with the necessary procedures.

The outcome of Friday's vote was expected. On June 6, Mr. Yoshimura was reported to have said he did not think such a referendum was necessary.

In June, MGM Resorts International, a key private sector partner in the proposed scheme, said it expected the Japanese government to make a decision by the fall regarding Osaka's bid.

The project includes 1.8 trillion yen ($8 billion at current exchange rates).
