Casino-supporting party wins Osaka council poll

According to GGRA's Japan correspondent, casino-supporting parties won all four parliamentary seats to compete in Osaka in Japan's Upper House elections on Sunday (pictured).

Japan's Yushin Party won two seats in the upper house election, while the Liberal Democratic Party and its national coalition partner, the Komeito Party, won one seat each.

In Osaka Prefecture, some of the eventual unsuccessful candidates took issue with policies on getting casinos, a venue known in Japan as an integrated resort (IR), and campaigned against casinos.

Osaka metropolitan area submitted IR bids to the Japanese government at the end of April.

With an initial investment of 1.80 trillion yen ($7.9 billion at the current exchange rate), the project is scheduled for Yume-Shima, an artificial island in Osaka Bay. Osaka has teamed up with U.S.-based casino operators MGM Resorts International and Japan's Orix as private sector partners for IR. MGM Resorts expects the government to announce its decision in the fall.

The Japan Restoration Party of Osaka (also known as the Japan Restoration Society in English), a regional political group that supports IR policies, currently holds a majority of the Osaka Prefecture Council.

On June 27, an anti-casino community group in Japan's Osaka metropolitan city said it had passed the 2 percent threshold of "effective" local voter signatures required for a referendum on the issue.

According to GGRAsia's correspondent, in the most recent nationwide poll, casino policy has not been an election issue in any other prefecture. Nagasaki has also applied to the government for the right to hold an IR.

In Sunday's national vote, 125 of the 248 seats in the upper house were contested, just over half of the total. The LDP and New Komeito increased the total number of seats in the upper house to 146, depending on the results.

Among the election seats, the Liberal Democratic Party won 63 seats, the New Komeito Party 13 seats, the Constitutional Democratic Party 17 seats, the Japan Restoration Party 12 seats, the center-right National Democratic Party 5 seats, the Japanese Communist Party 4 seats, and the center-left parties Ray and Shinsengumi, separated from the former Liberal Party, won a total of eight seats.

The Liberal Democratic Party, the New Komeito Party, and the Japan Restoration Party included the IR push in their declarations and policy materials. The Japanese Communist Party and the Constitutional Democratic Party each implemented policies to stop building casinos.

Sunday's national elections led to the death of former Prime Minister Shinzo Abe, a politician named as the creator of casino resort policies, against the backdrop of a campaign meeting shooting in the western Japanese country on Friday.
