S. Korea tightens entry restrictions on Jeju amid Omicron

South Korea has a 10-day entry quarantine rule for all arrivals, including Koreans, which applies to all arrivals that occur between 12 a.m. on Friday (December 3rd) and 12 a.m. on December 17th.

The introduction coincides with the first five reported cases of the Omicron variant of the COVID-19 virus announced on Wednesday.

The new quarantine rules are applied across the country, including Jeju Island, according to a statement from the Korea Centers for Disease Control and Prevention Wednesday night. The latter is semi-autonomous, with a regulatory framework for foreigner-only casinos that are unique to Jeju Island.

Even before the advent of Omicron, Jeju has been trying to reopen its tourism market to foreigners.

Last month, a group from Singapore visited as part of a pilot opening, and attended a casino resort on the island, a spokesperson for Jeju Shinhwa World, the site of casinos run by Hong Kong-listed Landing International Development Ltd, and a person from Jeju Dream Tower, a complex including a casino run by Lotte Tourism Development Ltd, respectively, said in comments to GGRAsia.

Jeju's previous arrival visa system for eligible foreigners entering the country directly without a stopover from mainland Korea, which was available to Chinese citizens, has been suspended since February 2020. However, it was reported last month that local governments lobbied national authorities for permission to resume the program. Media reports said news of the system's permission was pending.

The nationwide quarantine on arrival now applies to most arrivals, regardless of their jab status. "The exception is those who arrive to perform public duties or attend a family funeral," the KCDC said.

All arrivals must undergo four COVID-19 infection tests during the quarantine period. Short-stay foreigners are quarantined in designated "temporary living facilities." Foreigners and Koreans who stay longer must quarantine at their residence.

Within 72 hours of departing for South Korea by Friday, those fully carrying certain travel documents who had tested "negative" for COVID-19 were allowed to enter the country without being quarantined.

Quarantine-free entry has been applied to people from regions including Brunei Darussalam, Hong Kong, Japan, Macau, Malaysia, Singapore, Taiwan and Thailand through an electronic travel authorization system called K-ETA, which takes effect on Sept. 1.

South Korea recorded 5,266 new COVID-19 cases in a 24-hour period as of 12 a.m. on Thursday, with 457,612 confirmed cases, including 3,705 deaths, according to data from the Health and Welfare Ministry.
