Macau CPPCC Certifies Vaccine for Unvaccinated COVID-19 Testing
The Macau representative, who is part of the Chinese government's key advisory body, has proposed in Beijing that visitors should abandon the need to produce a COVID-19 test certificate "negative" as long as there is evidence that those involved have been vaccinated against COVID-19.
Alex Rao Ngga Wong is a member of the Chinese People's Political Consultative Conference (CPPCC), which wrapped up its latest meeting in the Chinese capital on Wednesday as part of the so-called "two sessions." The other is for the NPC.
Mr. Rao, who has a travel agency business in Macau, suggested that exempting vaccinated travelers from testing certificates could be reciprocal for travel on both sides of the Macau-mainland border.
Such measures could "energize Macau's tourism business and economy," Macau's Chinese-language media outlet was quoted as saying in Beijing.
Some health experts, including Macau health officials, said the vaccination plan did not necessarily eliminate the need for travelers to test for COVID-19 infection.
Chinese Foreign Minister Wang Yi on Sunday cited the possibility of some form of mutual recognition between China and other unidentified jurisdictions for citizens' COVID-19 vaccination records and health conditions, as cited by mainland media.
Macau's government tourism chief said on Tuesday he was seeking further guidance from mainland authorities on the so-called vaccination passport program announced by mainland authorities to make it easier for people to travel outside their mainland borders.
Francis Louis Utong, vice chairman of Macau casino operator Galaxy Entertainment Group and also CPPCC chief executive, said last week that he expected expansion of the COVID-19 vaccination program in mainland China, Macau and Hong Kong to positively impact the outlook for the Macau tourism market in the second half of the year.
Currently, mainland China is the only country with a large tariff-free travel bubble with Macau. However, mainlanders currently need a "negative" COVID-19 test certificate, which is valid for seven days, to enter Macau.
Rao, along with a 12-member Macau delegation to the NPC, urged mainland authorities to resume automated services to process applications under the Individual Visit Scheme (IVS) exit visa scheme. The IVS is used by independent travelers from the mainland who wish to come to Macau.
The entrepreneur suggested that the central government should once again allow mainland consumers to sell so-called "bundle" trips to Macau, or flights and hotels, in a single package. These sales were previously halted. There were reports of rising cases of COVID-19 infections on the mainland before Chinese New Year on Feb. 12. According to media reports, the situation now appears to be stable.
