Details of Thai Casino Proposals Still In Progress
A bill to legalize Thailand's casinos could be passed within the current government's term, Reuters reported on Sunday, citing an unnamed Thai official.
Members of Thailand's lower house of parliament voted Thursday in favor of a study recommending that large entertainment complexes be allowed casinos in Thailand.
Hulafun Amonvivat, deputy finance minister and chairman of a special House committee tasked with researching the matter, was separately quoted as saying the complex would include a five-star hotel, exhibition centre and restaurant called the "Landmark" as well as a casino.
Under the proposal, private companies would bear the costs of building and operating such complexes and the government would be responsible for taxes and regulations on them, Reuters said, referring to Sourawong Tienhong, vice chairman of the parliamentary committee.
But on Monday, the Bangkok Post reported that the opposition Democratic Party had expressed strong opposition to the government's plan in Putai on Sunday.
In a separate article on the same day, the same outlet cited Senator Silent Piriyarangsan as saying it wanted to revise its current proposal that the casino complex should be located within 100 kilometers (62.1 miles) of the airport. He said such conditions could affect flexibility in investment strategies due to limited and lack of transparency.
The term "Singapore model" has already been frequently mentioned in reports on the potential regulatory framework of the Thai casino industry.
As quoted by The Bangkok Post, Mr. Sang-tte also adopted the theme. He said that in addition to being a common occurrence of age restrictions, admission fees of 2,000 THB (US$55) can be charged per person.
"The first entertainment centre will only be open in 2029, assuming it takes two years to finalize the regulatory framework and three years to build," Maybank Investment Bank Bhd said, citing information gathered in a note on Friday
The agency added: "License is expected to be awarded in phases and up to eight entertainment centers will be built."
Maybank said gross gaming revenue (GGR), one of the lowest in Southeast Asian casino jurisdictions, is likely to be taxed at 17% and pre-tax profits at 20% to 30%.
