New operators set to enter Dutch online casino market in 2024

The Dutch online gambling market, which advises that gambling accounts in northwest European countries remain stagnant but revenue growth is shrinking, appears to have cooled somewhat since its opening in October 2021. The market continues to live up to expectations, according to experts at CasinoScout.nl .

According to a government agency that oversees and regulates gambling services in the Netherlands, the legal market for internet-based gambling has improved over the past six months, but at a much slower pace than previously measured periods.

Data included in the agency's fifth online gambling monitoring report (pdf) showed total gambling sales (GGR) rose 8% from January to August 2023. That compares with a 33% increase in reported sales from August 2022 to January 2023. The agency's president Renee Jansen said the levelling up was "developing as expected."

"Sustained growth ensures increased accountability among providers," Jansen said. "The FA continues to rigorously monitor whether Dutch players can gamble in a safe market with sufficient attention to addiction prevention and insight into possible problematic gaming behavior."

Dutch licensees accumulated a total GGR of 1.33 billion euros (1.15 billion pounds/$1.4 billion) between August 2022 and July 2023. A report issued by the KSA and analyzed by CasinoScout.nl said the ban on gambling advertising in most forms implemented by the Dutch government on July 1 this year is expected to lead to a drop in revenue as the number of players attracted to online services declines.

Increasing the number of accounts
The report also outlines a slight decrease in the number of active accounts gambling in the country. The total number of accounts dropped to 33,000 in six months, from 859,000 in January to 8,266,000 in July. However, this does not represent the total number of accounts as consumers often use multiple accounts. The gambling regulator estimated that 676,000 Dutch gamblers gambled from February to July, with 417,000 participating in a month.

The percentage of consumers who played games on legitimate websites stood at 93 percent, nominally up 1 percent from the previous report released by the Korea Consumer Association, while 98 percent of new users gambled only on legitimate services. The goal was for 80 percent of consumers to switch to legitimate services, a goal that has been achieved so far.

According to the report, the legal online gambling market in the Netherlands officially opened on Oct. 1, 2021 under the Telegambling Act (KOA Act). Since then, the market has seen strong growth, increasing from its first 10 to 27 on Sept. 29, 2021, including popular Leo Vegas, which was newly issued a five-year license in July this year after operating in the Netherlands before regulating the online gambling market.

According to CasinoScout.nl in 2024, several new operators will enter this market. Homerson, a land-based operator, will debut in the online market, and JOI 2 Limited is still waiting to launch a new online casino.
