How to quickly establish contact with a puppy

Hi everyone! I’ve just become the owner of a puppy and immediately ran into a problem: how to quickly build a bond with him. I got a small mini Golden Retriever, and at first he was very scared of people and new places. I tried playing with him, petting him, and talking to him, but sometimes it seemed like he just ran away from me. The first couple of days were especially hard, as he didn’t want to come near me at all. Has anyone faced a situation like this? I’d really love some advice on how to become a friend to the puppy quickly, rather than just someone he’s afraid of.
